(Received September 29, 9.15 a.m.) LONDON, September 28. • The King, in his speech at the manceuvres, said that he was delighted to welcome officers from the oversea dominions,- and he trusied that they had derived both pleasure and profit from the manoeuvres. "The' demands of modern war," said the King, "are such that.- the ■ necessary degree of efficiency is only attainable by constant study on the part of officers, strenuous service and loyalty, of others, and devotion to duty «n the part of all.".
