BOROUGH COUNCILS.
SPREYDON. The Spreydon Borough Council met last night; present—the Mayor (Mr G. R. Whiting) and Councillors D. Sykes, W. H. Atkinson, A. Manhire, E. Hayes, T. Woods, E. H. Clark and W. H. Winsor. Motions of condolence with the relatives of the late Colin Cook and with Councillor S. A. Hancock on the death of his mother-in-law, were carried. After the Mayor had dealt with various matters a deputation waited on the Council and presented a petition, signed by ratepayers, concerning the new loan area, asking that the work of channelling and regrading should be proceeded with and that the asphalting should stand over, and also that several matters in the schedule should be attended to. It was decided to give the subject consideration. The matter of the collection of rubbish was referred to the Works Committee.
Councillor Clark gave notice of motion to rescind the resolution on the minute book giving permission to the Burgesses' Association to use the Council Chamber for meetings. The following committees were appointed :—Works Councillors Hancock, Winsor, Sykes and Clark; finance —Councillors Hayes, Manhire, Atkinson and Woods; lighting—Councillors Atkinson and Hancock ; by-laws—Coun-cillors Hayes, Manhire, Sykes and Clark; drainage—the Council as a whole.
It was decided to ask ex-Councillor R. Nairn to continue to act as representative of the Council on the Selwyn Plantations Board, The. Mayor and Councillor Winsor were Appointed to represent tho Council at the conference called by the City Council to consider the matter of electrical supply. KAIAPOI. The fortnightly meeting of the Kaiapoi Borough Council was held on Tuesday, the Mayor (Mr R. Wylie) and all the councillors being present. The South Waimakariri River Board sent copies of newspaper reports on the Waimakariri flood of 1868 for the information of the local bodies concerned. The resignation of Mr J. Higgms as fire brigade superintendent and fire- inspector was accepted, and an appreciation of his services during the past twenty-eight years was ordered to be recorded on the minutes. A request from the Christchurch Central Committee for donations towards a fund for providing shooting prises for the gunners of H.M.S. New Zealand was received, and it was decided to open a public subscription list in charge of the Mayor and town clerk. The use'of the old fire station was granted to the football club for training quarters at a nominal rent. The animal grant of £2O was voted to the fire brigade, and the question of electing a superintendent was referred to the Fire Prevention Committee. Councillors Garuell and Etherington were appointed to represent tho Council on the local Technical Classes Committee. Messrs Nicoll Bros., the successful tenderers for the Taia Reserve, applied for a grant to renew fences and gates. This was declined, and notice was given that the lease must be signed by May 17. The Library Committee, submitted a very satisfactory report of the, progress of the library. The foreman of the gasworks reported that the plant was now overtaxed, and he applied to be relieved of the duty of lamp-lighting during the winter. The matter was referred to the Lighting Committtee.
