THE FALL OF SCUTARI. ESS AD AND DJAVID. By Telegraph—Press Association —Copyright. (Received April 30, 10 a.m.) LONDON, April 20. The "Daily Telegraph " - declares that Ess'ad Pasha was allowed to march out of Scutari with his whole army and equipment. Djavid Pasha is unpopular owing to his former severo repression of the Albanians, and trouble between the two leaders is possible. MONTENEG 110'S POSITION. AUSTRIA'S LONE HAND. A Vienna message says that it has been announced that as the conference failed to take decisive measures against Montenegro, Austria has decided to act independently. The Italian and Austrian Cabinets are exchanging telegrams. AT SCUTARI. KEY PRESENTED TO THE KING. A Cettinje message says that Prince Danilo has returned and presented King Nicholas with the key of Scutari in the presence of an enthusiastic crowd. The authorities are restoring order in Scutari, the sanitary condition of which is good, and disease is not prevalent. The civilians suffered greatly from lack of food, and the children were dying in the streets. MONTENEGRO AND THE POWERS. HER REPLY POSTPONED. A message from Cettinjo says that the Government, has postponed her final reply to the Powers until after the Greek EasEer. A Vienna message says that Austria awaits the decision of Thursday's conference of Ambassadors.
