DINIZULU.
A MINISTERIAL DECLARATION.

DURBAN, July 30. In the Natal Legislative Assembly,
the Hon T. F. Carter, Minister of Justice, declared that Dinizulu W2snotim< poverished in. consequence of the non« payment of his salary, and added thai assistance for him would be .forthcoming if such was needed.
(The salary of Dinizulu has not been paid since November 30. When Dinizulu was arrested, the Natal Government asked permission of the Imperial Government to stop the salary, b^ut permission was not granted. Nevertheless, the Natal Government withdrew the salary. Thus, as Colonel Seely pointed out in the House of Commons recently, the position of the Imperial Government became extraordinarily difficult. It had pledged itself to continue the 'salary of Dinizulu during °;ood behaviour, and as Dinizulu had not been found guilty the Government could not withhold the salary. The Government was under an honourable obligation to Dinizulu ; it was bound to abide by that obligation, and it would do its utmost to see that the obligation was carried out.)
