England to take at par £240,000 -Treasury bills at 3£ per cent, but the offer was "declined, as the Government is not issuing short-dated loans. In reference to the Federal capital site, Mr Carruthers is determined to take decided action, and will, if necessary, take the matter to the High Court. In -regard to the statement by one of the new Federal Ministers that the 'law of the Commonwealth practically fixed the site, and that the State has no power to alter, it, the Premier^ said that the State of New South Wales had power enough, and vigour and strength enough, to show the Commonwealth that it had no right to put hands on a single acre of New South Wales territory. (Received July 7, 10.30 a.m.) WESTERN AUSTRALIA. PERTH, July 7. Parliament was opened to-day by the Governor, who, in his speech, said that the finances showed a slight deficit. Measures were promised for a _f_oan Bill for public works, on land and income tax consolidation, and on local control of the liquor traffic with State ownership. The Government, subject to the sanction of Parliament, had decided to purchase the Midland railway for a million and a half sterling. Mr Rason gave notice of a motion of censure on the Government.
