A Ministerial decree in respect of the treatment of deported criminals received the Russian Imperial sign-manual in June, and came into force on Juljy 14. It ordains bhkb in future no prisoner committed for a term oif hard laltiour to Sagihalien or to the Siberian mines and other public -works shall henceforth be subjected 'to the knout or to flogging with, rods; nor is he, <as heretofore, to be permanently att^hedto a wheelbarrow or other vehicle by a. dhain welded to an iron waist-iing. * There a-re- other ameliorations of a less important nature contained in 'the. decree. \
