In the House of Lords, Lord Goschen, referring to the financial aspect of the war, said in 1888 it was estimated that three per' cent Consols, if translated into two and a half per cents, which was subsequently done, would have bee* worth eightytwo, whereas they now stood at ninetyseven, despite an exhausting war and the borrowing of one hundred and fifty-nine million! sterling.
