Messrs Beswick and Harris, for the New Zealand Trust and Loan Company, apply for consent to lay out a right-of-way over part of Town Reserve 106, off Dundas Street, Manchester Street. Your committee recommends that- the application be granted under part 12 of the Consolidated By-law. The Church Trustees apply to the Council to take over Churchill Street, and declare the same a public street under Section 265 of the Municipal Corporations Act, 1886. Your committee recommends the Council to comply with the request.. - Clause 2 was referred back to the Bylaw Committee, to obtain the opinion of the Council's solicitor thereupon. The report, as amended, was. adopted. • Councillor Samuels asked what, position thfl Council stood in with regard to the tramway concessions. He spoke with regard to the asphalting and tarring of Colombo and High Streets, and said that the Council could not wait four years until the end of the term.

The Mayor said he was glad that Councillor Samuels had brought the matter forward. The Chairman of the Works Committee would perhaps say whether the matter had been considered. Councillor Prudhoe said that the winter time was the most favourable for this work. It was only a matter of a few weeks. Councillor Payling wanted to know whether, in the event of the Council doing its share, the Tramway Company would at once do thejniddle portion. Councillor Cooper thought the company would do so. . Councillor Gray said they were all out of order, but suggested that the Tramway Company should be apprised of the intentioh of the Council to start the work. Councillor Smith again brought up the question of the employment by the Council of the present inspector of meat, and asked whether Mr Jarman's present relations with the Council were of a satisfactory, nature. Councillor Sorensen advised letting matters, go. as they were until new; arrangements had been made, and the matter • was idropped. Councillor Gray asked "if the Council was short of ■ gutter-sweepers, at the present .time, ae many of the gutters were in a filthy cdhdition. ! Councillor Sorensen said the matter had j been taken up, and its urgency was fully recognised. - I Councillor Prudhoe said the surveyor had bedh authorised to put on more men. The City Surveyor said that the number of sweepers had 'been .raised from five to nine. Councillor Samuels wished to know, what steps had been taken in the abattoir question. The Mayor said the, matter had been referred to a especial committee, and the report would probably be in by next meeting. Councillor Morris wanted to know why the repairs to the channelling in Richmond Terrace had not been gone on with. The City Surveyor said the work had been started that morning. Councillor Andrews moved that two men should be put on io clean the culverts, and remove all stagnant water. Councillor Sorensen did not know whether extra men were wanted, but he seconded the motion pro forma. Councillor Kincaid expressed his astonishment that a member of the Works Committee should have brought forward such a motion. Councillor Prudhoe said that he would like to know whether there were already men set apart for the purpose or not. The City Surveyor said that four men were employed three days a Week in cleaning culverts and sumps. The motion, on being put, was carried. Councillor Sorensen moved that Allan's right-of-way, off Madras Street, near the Railway Station, should be channelled and kerbed forthwith. The Mayor asked if the right-of-way alluded to Avas private property, as, if so, he doubted the right of the Council to expend mWy in the direction proposed. The Town Clerk said it was private pro. perty. . Councillor Sorensen said that in that case •he would move-that! the occupiers of the
