Scotfc wrote, recommendifjg that College certificates in engineering, pibbably in the form of that of an Assovc^te of the School of Engineering, should bsi granted to those students, who, subseqp)iit,to matriculation, passed through a w|ree years' course of less difficulty than that prescribed, by. the New Zealand University. 1 <^0n : the motion of Mr Russell, seconded bf.Mr Westenra, Professor Scott's recominsbdation was agreed to. The letter was received. Messrs T. Hughes and C.'S. Howard, who' had been appointed a Bub-committee to consider the question of the establishment of a lectureship in mental science, reported, that they had made inquiries as to the practice pursued and the results attained in Otago, Auckland and Wellington. They continued as follows :—" From its intrinsic value as a mental training, and from the fact that twelve students of this College have expressed a desire to take the subject, we are of opinion that it is highly desirable that mental science should be included among the optional subjects which may be taken in the fcrts course. We have considerJ^d^Lhiee; methods of attaining, the desired "end flat suggested '''themselves to' (1) ; The inclusion of mental science in. tier list' of subjects in which (the College would txamine, but could make no provision, for teaching ; (2) the appointment of a lecturer in mental science in connection with some other subject ; (3) the establishment of a chair of mental science. Lack of funds precludes the Board from establishing a chair of mental science, or even from appointing a lecturer in .the subject. Therefore, though we recognise that provision should be mado for the delivery of lectures, we are unable to do more than recommend that, for the present, mental science be included among those optional subjects 'which the College will examine in ; that an examiner for mental science be appointed at th» «nd of the year ; and that before December next the question of providing a lecturer in the subject, be further considered." On the recommendation of the College and Finance and Estates Committees conjointly, the report was adopted. The Chairman reported tliat exhibitions at the Girls'. High School had been awarded to Winifred Opie, Laura Wilkinson, Grace Isherwood and Edith Early. The Board went into committee to consider the report of the Finance and 1 Estates Committee, and, on resuming, rose.
