CAPETOWN, Dec. 4. General Buller commands twenty-three thousand men, including volunteers, Lord Methuen ten thousand, General Gatacre six thousand, and General French three thousand. The maintenance of communication between De Aar and Grass Pan absorbs eight thousand.
