The Venezuelan Boundary Arbitration Commission opens at Paris in the middle of June. MADAME MELBALONDON, May 26. Madame Melba appeared as Juliette in Gounod's opera, "Romeo and Juliette," at the Covent Garden Theatre, and scored a triumph. The Duke of York, the Duchess of Fife, and the Princesses Victoria of Wales and Maude of Wales were present. ' THE NICARAGUA CANAL. Great Britain, in deference to Canada, has postponed the revision of the BulwerClayton Treaty in connection with the Nicaraguan Canal. The proposal was that the treaty should be abrogated in exchange for another guaranteeing the international neutrality of the Canal. ' NORWEGIAN DEFENCE. CHRISTIANIA, May 26. The Norwegian Parliament has voted extraordinary military and naval credits, totalling 11£ million kroner.
