In the House of Lorda Lord Roberts said that a forward policy was essential in order to repel the Russian advance upon India. The policy of the British Government waa inadequate. She ; ought to hold all the passes, and bring the tribesmen under her authority. He had no fears as to the result of a conflict with Russia. India would only remain loyal while she believed Great Britain to be invincible. The Marquis of Lanßdowne said that the Government would keep open the great passes and trade routes on the north-western frontier of India, with a minimum interference with the tribesmen. The Earl of Kimberley said that the policy pursued by Lord Lawrence with regard to India waß obsolete. Several other Peers supported the Indian Government.
