SUMNER BOROUGH COUNCIL.
V The Simmer Borough Council met last evening ; present — the Mayor (Mr Deacon), and Councillors E. W. Koper, Joyce, Graham, Mills, Hanmer and Hughes. Correspondence was read — From Mr W. Thomas, rglative to a contract for removing sand from the Esplanade, and asking; permission to drive his cows and horses along the road between the hours of 9 a.m. and 5 p.m. From the chairman of the Demonstration Committee, asking the Council to take part in the procession and demonstration. It was resolved that the Council should, assist in every way. From the Charitable Aid Office, with regard to contribution. From the clerk of the Woolston Borough Council, stating that that body intended to bring an action to test the question of enforcing the by-law relative .to barb- wire fences, and asking if the Sumner Council would join in the . prosecution. It was resolved to join with the VVoolston Council in the case, limiting the expenses to two guineas. Permission "was granted to Mr W. Thomas to drive his horses and cattle through the streets between the hours -of 3.30 p.m. and 7 p.m., and in reference to his other letter, it w.is decided not to enter into any contract at present. The Mayor stated that he had received a letter from the Mayor of Napier, acknowledging receipt of the contribution from Sumner. The Chairman of the Finance Committee reported that he had made an inspection of the books with the Town Clerk and had much pleasure in certifying that, they were in good order. He now brought forward the balance-sheet for the year ending March 31, and also a statement of estimated receipts and expenditure for the ensuing year. This showed that the rate of Is Id could now be reduced to lid, and still leave a good surplus. He moved that the rate should be lid. Considerable discussion took place on the matter. Councillor Roper moved — "That a special meeting be called tor Thursday, May 27, for the purpose of striking a general rate of elevenpence in the £ on the rateable value of all rateable property within the Borough, and a rate of fourpence on the rateable value of all rateable property situated within one hundred yards of, any part of the waterworks within the Borough, commencing- on the first day of April, 1897, and ending on March 31, payable in one sum on the 12th day of June, 1897." Councillor Mills moved an amendment — " That the rate be Is." The motion was carried. Councillor Mills stated that Mr Lake had promised to transfer his trusteeship on a tender being accepted for the erection of the Library. Accounts amounting to .£46 3s 3d were passed fpr payment. The Works Committee's and Engineer's reports were adopted. . Some minor matters having been dealt with, the meeting terminated.
