SYDENHAM.
An ordinary meeting of the Sydenham Borough Council was held yesterday evening; present— the Mayor (Mr J. Brown), Councillors Cutler, Manhire, Billcliff, Eudd, Caygill, Large, Muffett, Hirtzell, Clifford, M'Millan, M'Lennan and Hadfield. Mr Cuthberti engineer to the ' Drainage Board;,' wrotO acknbwledging receipt of the Council's letter in. reference to the sumps in Sydenham. In reply he had to report that in the first case mentioned, that at the junction of Windmill and Hazeldean Boads, the gully was already trapped so that the nuisance there was caused by the contents of the side channels. In the Colombo Street case, opposite the school, he was informed that only clean water from the school-yard found way into the gully. In the third case, that at the junction of Waltham Eoad and Andrew Street, the Bump took the drainage of adjoining houses through the side channels. He - had given instructions for more frequent cleanings during the hot weather, but he feared it would be quite impracticable to abate the nuisance altogether as long as the drainage from the side-channels found its way into the sumps. The letter was received, and it was decided to call the Drainage Board's attention to the Btate of Jackson's Creek. The • Chairman of the Waltham School Committee wrote, complaining that a cow was daily allowed to graze :on the streets near the school, ! greatly to the danger of children. The Inspector said he had prosecuted the owner of the cow, and the man had been fined 5s and costs, but instead of paying tlie fine he had gone to gaol for a week, and while he was there the Charitable Aid Board had to support his family. Some time afterwards the man was again brought before the Court on a similar charge, , and he was again fined 5s and costs. This !' time the Charitable Aid Board paid the fine to save the cost of keeping '. the man's family while he was in gaol. The man was brought before the Court a third time and fined, but the money had L not, be believed, been paid on account of , the man being out of work. The Works ' Committee reported that it had considered j a letter from the Ashburton Council re- , specting a proposal to make a storm water- } course through the Highbank Estate, and 5 recommended that the Council should comply with the request. The committee j recommended that the apphcation of the Addington Lodge of Oddfellows for the . extension of Dickens Street to Poulson Street should be taken into consideration 1 when the estimates for the current year were brought up. The report was adopted. } The Finance Committee reported that the f receipts since last meeting had amounted to .£239 4s. The debit on the general account was .£3207 12s Bd. The rates levied for 1896 amounted to .£4593 19s 7d, t and the amount of rate 3 unpaid to date a was .£llll 15s Bd.
