Two Bechuana chiefs, Moiritsia and Ikaneng, have withdrawn from the Chartered Company'B territory, and transferred their support to Cape Colony. The Pretoria Press, a Government organ, says that the Boers do not want any European protection. Great Britain may control the foreign policy, providing that she guarantees the independence of the Transvaal against the world, and gives special access to Delagoa Bay. CAPETOWN, Feb. 9. President Kruger has drafted stringent Press laws for the Transvaal.
