The Duke of Westminster, who has taken a prominent part in the efforts to secure reforms in Armenia, declines to bring further pressure to bear on the Imperial Government on the matter, and declares that Grreat Britain cannot act alone without risk of war. He considers that Russia's political interests outweigh all otlsers, and if she would co-operate with Great Britain outrages would soon cease. •
