WOOLSTON.
A special meeting of the Council was held on Thursday ; present — Tho Mayor and Councillors Hobson, Milne, Tanner, Gimblett, Anderson, Hawkins and Eennie. Mr John Lord, the newly-elected Councillor, having signed the usual declaration, took his seat. The Mayor explained that as the new by-law for the purpose of regulating and restraining tho heavy traffic within the borough had been received from the Council's solicitor, it was necessary to hold the present special meeting for the purpose of considering and adopting it. On the motion of Councillors Hobson and Milne, it waß resolved that the by-law be read. On the motion of Councillors Hobson and Hawkins it was resolved that the word " bricks " be added to and inserted in Clause 1, and that with this addition the same be adopted. Eesolved that Clauses 2 and 3be adopted. On the motion of Councillors Tanner and Hawlcins, it was resolved that the words "not exceeding" be added to and inserted in Clause 4 after tho words "the sum of," and that with this addition the same be' adopted. On the motion of Councillors Tanner and Milne, it was resolved that the words " and tipon its being proved that an infringement of the by-law has been committed," be added to and inserted after the words " same weighed " in Clause 5, and that with this addition the clause bo adopted. On the motion of Councillors Hawkins and Lord, it. was resolved that Clauses 6 and 7 be adopted. Moved by Councillor Eennie, seconded by Councillor Hawkins — "That the necessary notification be published in accordance with the Act, and that a special meeting of the Council be convened for Wednesday, Feb. 12, at 7 p.m., to confirm the same."
The adjourned regular meeting of the Council was also held on Thursday. An apology was made for the absence of Councillor Wood. Correspondence was read— From a resident near the new settlement, complaining of a nuisance. The matter had received attention. From the Town Clerk, Christchurch, with reference to a conference of delegates from Local Bodies under the Shops and Shop Assistants Act. Eesolved that the mayor be appointed to represent the Woolston Council/ Eesolved that the Mayor and Councillor Tanner act as delegates on behalf of the Council at any future meetings of the United Municipal Insurance League. Councillor Eennie and Hobson obtained an extension of time to report on the Canal Eeserve Eoad. Eesolved that the clerk be appointed Dog Registrar and Eanger for the borough. It was resolved that it be an instruction to the clerk to strictly enforce the 10 per cent penalty upon all rates not paid on or before Jan. 19. The clerk was instructed to point out to the Drainage Board the dangerous state of the culvert on Bell's Creek, Eandolph Street, with a suggestion that the culvert should be carried the whole breadth of the street. The matter of gorse growing on a road was left in the hands of the Works Committee. Councillor Lord was elected a member of the Finance Committee, and Councillor Hobson a member of the Works Committee. The report of the Finance Committee was adopted, and the accounts presented were ordered to be paid. The meeting then closed.
