FINANCIAL PBOPOSALS.

SYDNEY, August 27. Hln the Legislative Assembly Mr Beid delivered a statement which practically dealt with the financial proposals as indicated in the statement of May 9. The postponement of the removal of duties, through the dissolution, gave £101,000 more than anticipated. Of this sum, £66,000 is proposed to be appropriated in special grants to municipaltie3. The Dibbs duties, he said, would be removed on Sept. 13. These dntie3 should have terminated on June 30 laßt. The income and land tax, if carried, will apply as from July 1 in the present year. He estimates a surplus on Juno 30, 1896, of £181,000, and estimates a decrease in expenditure of £13,000. The general election cost the country £26,000. He proposed to increase the legacy duties and stop the leak of stamp duties, which will realise about £120,000. Betrenohment through reorganisation of the Civil Service will amount to £2d0,000, therefore, the year 1896-7 should see the Government with close upon £400,000 at its disposal.
