[ Ifc is reported that the Hawaiian delegates will attend the opening of Congress and appeal for the immediate i annexation of the Sandwich Islands. Mr Hillburn, a Californian member, has promised to propose the appointment of a committee to inquire into the matter. The Chairman of the National Democratic Party declares thafc they do aot intend to make the silver test the issue of the elections of 1896, neither do they desire to juggle with the tariff, as the present prosperous con** dition of the country is quite satisfactory. Mr M 'Kinley considers that there will be no necessity for a change in the tariff for two years/
