LONDON, June 2. The Observer declares that the Government is too weak to appoint a Governor of New South Wales, as it : fears the electoral consequences. J Mr Heaton, M.P., in a letter to the . ; Times, draws attention to the fact , that at . present there is only one : j Governor in Australia, and that his. j colleagues have either resigned, are | dead, or absent. New South Wales, J therefore, hp considers, is justified in | being indignant at the delay in ap> | pointing a Governor to that colony, ] and the present position is calculated j to assist tbe chances of the common j sense demand for one Governor for i the entire continent.
BTANDAED BANK OF AUSTRALIA. At a meeting of Edinburgh depositors in the Standard Bank of Australia .Mr Langton presided. It was decided to accept a reduction in the rate of iaterest to 2| per cent, th> balance to be . seonred by deposit receipts payable in 1903. A meeting of all the Scotch depositors will shortly be held to consider the question.

The motion was rejected by a majority of fiftytwo. A NEWFOUNDLAND LOAN. The Newfoundland Government has arranged to float a half-a-millbn 4 per cent loan in London, with a minimum of 94. : • MIDLAND RAILWAY. i , The "Financial Times states that the Midland Eailway Board has been advised that the seizure of the line by the Government is illegal, and is likely to injure the compatiy's credit. Rouvier, Rouchl, Guyot, Deloncle, Magnier and Eiffel are amongst those alleged to be .compromised. M. Trarieox, formerly Minister of Justice, declared that it was not a penal offence for members of the Chamber of Deputies to join bond-issuing syndicates. M. Goblet's amendment, censuring the Government for interfering with justice, was rejected by a majority of twenty.five. FRANCE AND RUSSIA.
M. Hanotaux, Minister for Foreign Affairs, replying to criticism on the action of the Government said it had accepted the invitation to take part in the opening of the Kiel Canal out of politeness only. He farther added that the interests of Prance and Russia regarding China were iden< tical.
RUSSIA AND PERSIA. ST PETERSBURG, June 2. Reports from Odessa state that Russia has concluded a highly favourable reciprocal treaty with Persia.
