Secretary Foster has intimated to Lord Bosebery, d propos of H.M.S. Curagoa's visit with (Jonaul Haggard to Pagopago, that the vested rights of the United States there bad not lapsed. Without desiring exclusive occupation of the harbour, the American Government held that Samoa was unable to grant other nations similar rights in Pagopago.
