EDUCATION BOARDS.

North Canterbury.

THism&sr, The ordinary meeting of the Education Board for North Canterbury was held at 11 a.m. to-day ; present— Mr T. H. Anson (Chairman), and Messrs A. Saunders,T. W. | Adams, E. Westenra, B-.. Meredith and £. IGK Wright. Apologies were received from the Hon W. Montgomery, .and Messrs Joyce and Peryman. Mr Wright wished to explain hia action in asking that the meeting, should be called for Wednesday instead: of Thursday,, on this occasion. He knew that Mr Joyce and the Hon W. Montgomery were unable to be preaent, and for that reason he consented to the change of date, and asked the Secretary to consult the Chairman as to. an alteration of the date.. For hie own parb he would have preferred that the meeting ahoald.be held on the Thursday in any case, as that web always a more convenient day for him. Mr Sauhders' pointed out that the meeting on Wednesday had been found to be illegal, so there was no need to move in the matter any further. Mr Adams thcught that the members for whose convenience the date was changed should have been present on the alcered date. The matter then dropped. BTJILDIKGB COMMItOTBB. The Boildings Committee reported as, follows :— Filters— A letter was received from Messrs Bowlker andßutledgey stating the cost of their filters, of which, they sent a specimen; also a letter f rom> Mr JBule, respecting his limestone filters.. It was- resolved to order from Mr Rule two filters, of seven and a half and fifteen gallons* and also to obtain a sample of filters from the' Farmers' Co-operative Association.. The Committee could then judge of their respectire merits and suitability. Pigeon Bay— The School Committee reported that the cost of improving the. closets would be jsl7, towards which they were prepared' to contribute £5. They also called attention to the necessity of painting the eide school. The painting was authorised, and the sum of £12 allowed ' for the closets. Christohuich East— The School Committee applied for repairs to the concrete floors of the passages and to the bridges over the side channels. It was resolved. to have the concrete repaired, bub to leave the bridges to be put in order byv the Committee. Hampsteod — The School Committee reported that the shed at the master's house, used as a fuel shed, had been blown down, and asked to have it restored. It was resolved to allow £5 for a fuel shed. Leithfiftld—Oa the' application o£ the Committee painting the school buildings waa authorised. Waltham — The Committee forwarded a letter from the Sydenham. Borough Council with reapect to the kerbing and asphalting of Darwin street, referring them to Messrs Harman and Stevens, to whom they requested the Board to apply. It was resolved to write to Messrs Harman and Stevens, as desired. Opawa — The Committee represented the need of improved closetaccommcdation > and asked leave to cut down some trees that overshadowed one of the rooms. Leave to remove the trees was given. The Clerk of Works was directed to report about the closets. Christchurch West— On the application of the School Committee, a range in the caretaker's house was allowed* if they would undertake to fix it. Kolleston — A letter was received from Mr Reddiogton, stating that, as the householders had given JBB towards the cost of the Bite, they wished to be relieved froth any contribution to the fencing. He waa^ reminded of the understanding that the fencing should be pnt up by the residents. Addington — The School Committee again asked that the additions might be proceeded with at once, and complained of the bad ventilation of the rented room. It was resolved that there were no< funds at present for the additions. The Clerk of Works was directed' to > see what could be done to improve the ventilation. Lyttelton — The School Committee called' attention to the want of accommodation for the infanta, and to the bad condition 'of the play ground. It was resolved that there were no funds available, ■ and that the grounds musk be put in order at the cost of the incidental fund. Deferred — The Cleris of Works reported on repairs required at Fernside, Carleton, Ashburton and Heathcote Valley, all of which were deferred till the Board should be in funds,. Southbxidge— The Clerk of Works reported upon the. removal of the cloßets.. The alterations recommended were authorised. The report was adopted. APPOINTMENT? COMMITTEE. The Appointments Committee reported as follows: — The following appointments were made: — Ashburton Forks, Miss K. Doherby, mistress (in charge); Broomfisld, Alice Fenton Ashly, pupil teacher; Papanui, John Campbell, pupil teacher. Keeommendaticas as to the appointment of pupil teachers at Opawa, Addington ana Spreydoh wero deferred tull receipt of the necessary certificates. Bariy*s Bay. — Mr Jj.Mflßtyro forwarded bis resignation, as. he was about to satire from teaching, and asked for a testimonial from* the Board. The resigaation was accepted.. It was left to the Chairman to give. hia a testimonial. Kewland.— Miss. Bach forwarded a medical certificate to- the effect that she wsfidd be able to, resume her duties at the end of the month. South, Malvern— A letter was received from Mr Pole giving reasons for the failuae of many children at* the last examination. The matte? was deferred till the next) meeting. Hampsfcesd — The School Committee forwarded a report of the proceedings at a special meeting, with a fetter from Mr Malcolm. A memorial from householders ia Hampstead was received. The whole correspondence wbb referred to the Board. Balkett—A letter was received from Mr Newlyn giving explanations aa to his closing the school. It was resolved to ask' the Sohool Committee to state on what days the. closing complained of took place. ApplieationPf—Applications for appointment aa nutter at Summerhill were received and considered. Appoiutsifinte'-The fallowing, appoint-

ments of pupil teachers were made :— St Albanß— lsaac Edward Newton, Alice Dix and Mildred Sweet; Waltham— Hastings Andrews and ; Rosa Mason ; Opawa— Alexander Burnett Charters; Papanui— John Campbell ; Belfast— Elizabeth Alice Longman; Southbrook— William John Hunter ; Bakaia — Emma Elizabeth Thompson. Greenstreet— lt was resolved to appoint a pupil teaoher upon the removal of the mistress to Ashburton Forks, the attendance not being sufficient to entitle the school to two certificated teachers. Sough's Bay— A letter was received from Mr de Malmanoha, enclosing a letter from the, last master, in which he claimed payment to Dec. 31. It was resolved that the Board could make no payment on his account later than Nov. 30. Halketfc— The School Committee reported on what days the master had closed the school; as complained of. It was resolved to call the master's attention to* the clause in the Education Act by which the control of the school is vested in the Committee, and to inform him that he must obey the Committee's instructions. Applications — Applications for appointment as master at Barry's Bay, mistress at Little Eiver, mistress at Uhertßey and assistant mistress at Addington were received and considered. Appointments — The following appointments were made :— Strmraerhill, Mr T. Brownlee, master; Barry's Bay, Mr J. Glanville, master; ; Chertßey. MiBS GL Tulley, mistress ; Addington, Miss E. Beck assistant mistress, Janet Mnla/son pupil teacher * Fendalton, Emma Eewiaon, pupil teacher; Sydenham,' Annie Adams and Lilian Dunn, pupil ' teaohers ; ' Eiohmond,. Alice E. ©fcborn, Mary G. Chapman and Henry Bell pupil teachers. Hntnpatead, Ernest i Andrews, ' pupil teacher, who had ■ > been unsuccessful for the fourth year,, was allowed to pass for the third year- Applications — Applications for appointment as master or mistress at Burnham and assistant mistress at St Alban» side were received and considered. The reports were adopted. THB EAMPSTBAD" SCHOOL: On the motion of Mr Wright, the consideration of the Hanspatead School Committee's report was postponed till the next meeting of the Board. The seal of the Board was attached to several contracts. This concluded the- business.

At the ;; Education Board, to-day, Mr M'Qregor moved a series of resolutions, with the object of stopping the craze for percentages in examinations, condemning the existing system as highly reprehensible } also, a resolution—" That teachers !be notified 1 that the Board disapprove of the practice of keeping children in Bchool for the purpose of specially preparing them for Inepeotors' examinations ? that Inspectors be requested to discourage such preparation in every possible way } that . in future, in estimating efficiency of schools, the Board will attach more importance to Inspectors' reports on the tone, order, and discipline of the schools than to the percentage of passes of individual pupils; that as an undue proportion of -pupils* time is now devoted to arithmetic and; the technioaliiiesof grammar the Inspectors be requested to make their examinations ia these subjects as simple and elementary as i ? consistent with a fair interpretation of , the standards t that to enable^ Inspectors to devote more time to inspection, as distinguished from, examination, the Board suggest to the Minister the advisability of, amending the regulations by. abolishing .all individual pass examinations, except . in the higher standards." The elections to the Board indicate the return of Dr Stenhouse and Messrs Green and Mackenzie.
