[Special to Fbbss Association.] LONDON, Pbb. 14. \Sir J. F. G-arrick, Agent- General for Queensland, has published a telegram from the Premier of ,the Colony stating that it is not necessary to appeal to the public, though private assistance in aid of the s offerers by the floods would be gratefully received. The Times states that the continued increase of Colonial bills is not regarded with favour, in the city, and it is thought that Queensland will ask a new loan, with an Imperial guarantee, on account of the floods. It hopes, despite the Agent-General's letter, a Mansion House fund will be started. BRISBANE, Feb. 14. The second flood is rapidly subsiding. BRISBANE, Fbb. 15.
