SYDENHAM BOROUGH COUNCIL.
The fortnightly meeting of this Council wa3 held last night; present — The Mayor, Councillors Gledhill, Hopper, Brown, Kudd, White, Smith," Langdown, R. M. Taylor and Jacques. WORKS COMMITTEE. Thia Committee reported as follows :— (1) The Committee has considered letters from Mr W. B. Perceval respecting the agreement made with Mr Pickering and others re the concrete channelling of the North side of Southey street. The Committee recommends that a reply be sent, stating that the work proposed would, it' j carried out at the present time, be of j neither public nor private benefit, and that the Council will be prepared to do the work directly a dwelling-house is erected on that side of the street, or it can be shown that any further benfit can arise from the work. (2) The Committee is of opinion that the public safety requires the erection of a fence in front of property in Crescent road, recently owned by Mr C. H. Bayman, so as to fence off the creek from the road, and therefore recommends that notice to erect the fence be given in accordance with Section 261 of "The Municipal Corporations Act, 1880." (3) The Committee recommends that the tender of the Milburn Lime and Cement Company for the supply of cement be accepted. The report was adopted without discussion. FINANCIAL; The Finance Committee reported receipts since last regular meeting .£317 8s lOd. The balance of accounts was — Separate account, credit £351 19a 9d ; interest account, credit .£279 14s 4d ; loan account, credit i>7301 9s 6d; general account, debit ,£313 2a 3d. They recommended payment of accounts amounting to i>7B 19s 9d, and rates, JG32B 15a 4d, due to the Drainage and Rirer Boards. They stated that the sum of .£7OOO placed on fixed deposit at the Bank of New Zealand will mature as a fixed deposit at the end of the present month, and the Committee purposes placing it aa a deposit for another year at the bank rate of interest. The report was adopted. Special Meeting. The Council then held a special meeting, in accordance with the decision of the previous special meeting on Dec. 15. Councillor White moved that a free discussion be allowed on the Finance Committee's report, which was carried. Councillor White then asked for the resolution authorising the Finance Committee to obtain a legal opinion. [Resolution read.] He contended that the opinion thus obtained was the property of the Council and should be read to the Council. He proceeded to read clauses of the opinion which, he said, were answers to the various questions submitted by the Committee. The Mayor objected to Councillor White reading the opinion clause by clause and quoted from Parliamentary procedure in support of the contention. Councillor Smith advocated all legal documents being dealt with as confidential. Councillor White here stated that he could not go on with his remarks, as he was not well enough. As he could not proceed with his comments, the debate on the alterations to the burgess roll was adjourned till the next meeting. The special meeting then terminated, and the regular meeting was resumed. THE RECREATION RESERVE. Councillor Gledhill spoke in regard to the recreation reserve on the Port Hills, which was too high up to be of any value, and suggested that steps be taken to effect an exchange with property nearer the Borough. The Mayor said the Board had decided that it would not be to the Borough's interest to effect the exchange proposed.^ The Council then adjourned. ; ..,..,...
