The National Committee in this city are sending funds to defray the cost of arming volunteers at Delagoa Bay, to take part in the expedition which is about to start forManica, in the interior of the South of Eaßt Africa. LONDON, Dec. 16. It is asserted that many of the Portuguese volunteers for Africa, finding the Government are disposed to accept their services, have withdrawn. PARIS. Dec. 16. The Panama Canal concession has been extended by the Eepublic of Columbia. HONG KONG, Dae. 16. The Emperor of China has determined to receive foreign envoys in February, and once a year afterwards.
