MELBOUENE, Dec. 10. Cable Rates. The Argus condemns the proposal to make New Zealand pay higher cable rates than other Colonies, and hope | the Postmaster-General will not belittle Victoria by acquiescing in such a suggestion. . Victorian Railways. The Hon W. Shiels, Minister for Railways, in his annual statement of the railway estimates, Bays that the department failed to meet the reasonable requirements of the Colony last year, and closed with a deficit of .£221,000. There was no reasonable hope that the deficit would be less than J8300,000 this year. The strike had made a difference of J670,000. The country requires a more economical system, framed on the American model. The Government has decided to reappoint Mr Speight, Chief Commissioner of Railways, for a further term of seven years, at .£3OOO per annum. ADELAIDE, Dec. 10. Federal Council. The Federal Council Bill, extending the , period during which the Colony will be represented on the Council till 1892, was . carried againat much opposition. The Hon Dr J. A.
