Mb Oemond ha9 made his moan on this much harried subject ; Mr Bryce has followed suit; and the Conservative party has cried " Amen ! " in all the favourite keys. So much for the preaching. Now for the practice. Take Mr Richardson's case at Kaiapoi. The party moves heaven and earth to keep out Mr Richardson, and to substitute Mr Moore. They do not. pretend to gay that Mr Moore will mate a better member, they cannot

attempt to think that Mr Moore has onetenth of Mr Eichardson's experience, or knowledge, or aptitude for public business. The record of Mr Richardson is one of the best in the House. Twenty years a member, and of that twenty years one half spent on the Government benches, doing very valuable service to the country. It is, of course, open to the Conservatives* as it is to any other party, to make their arrangements to baulk any candidates they please. But if they adopt extreme tactica like these, let them leave off talking about the degeneracy of Parliament. If they choose to contribute to that degeneracy, they should choose to be silent about it. That is the least that honest men can expect from them.
