Rangiora Borough Council.

o FORTNIGHTLY MEETING. The fortnightly meeting of the abova Council was held on Friday evening ; present—Hia Worship the Mayor and Councillors Stephens, Thompson, Cone, Gulliver, Manning, Good, Keir, and Jennings. COBR ESFONDENCE. The following waa read : — From the Inspector of Weights and Measures, remitting 7d. From Mr Spackman, on behalf of Mr T. Y. Molyneux, complaining of damage having been done to his client's property through the Council's action in leading an unusual quantity of storm-water through it, and stating that the Council would be held responsible for any further damage. On the motion of Councillor Good, it was resolved to write to Mr Molyneux, offering to put in a new and larger bridge on his property, and make the water-course the width required to carry the stormwater, without causing him further annoyance. From Mr D. Graham, applying for some if the soil removed from the drain on the North belt through his property. Granted, subject to the approval of the Works Committee and Surveyor. BETPOBTS. The Works Committee reported :•— (1) That the footpath in King street had been completed and shingled, and that the channel in Blackett street to the North of the railway line had been cleaned out. (2) The lessee of Maria Andrew's Park, being unable to plough between the small trees, asked to have the services of a man granted him to dig over the strips of ground. (3) They recommended that a culvert with side walls of concrete and a wooden decking be placed across Ashley street, at the Bank of New Zealand corner, and another of tbe same description across Albert street at Mrs Maynard's. (4) Mr Watson had requested that the footpath on the North side of Burt street be raised, and the channel cleared out, and the Committee would recommend that the work in question should be attended to. (5) They would also recommend that the footpaths the whole length of the Eaßt belt be thoroughly cleared of weeds, rubbish, and large shingle, and that the unemployed men be offered the work at ls per chain. (6) The Committee proposed having a wooden bridge 14ft wide placed over the channel opposite the new street opened by Mr Payne in Ashley street. (V) In accordance with the completion of the drainage scheme, it would be necessary to put in a new culvert across Ashley street at the Cemetery, and they would suggest that one in concrete, 4ft 6in by lft Din, be constructed. (8.) It would aho be necessary to have the ford on the West belt made, and they would recommend that it be done by the Council's men, being a minor work. It was resolved to allow the lessee of the Park the services of a man for one week j also, that Clause 5 should be adopted, provided all fences were cut back to the boundary line. It was decided that the culvert across Ashley street at the cemetery should be constructed with concrete walls and a brick arch. The other clauses of the report were adopted as read, and it was decided to invite tenders for the consruction of the three culverts referred to in the report. Councillor Keir reported verbally that the Works Committee could not recommend the concreting of the channel on the north side of High etreet, between King and Church Btreets, for the reason that there were other channels badly needing attention, bnt their improvement conld not be undertaken at present. DOG TAX. The Clerk reported that the dog-tax was not coming in, and it was resolved to invite application for the office of dog tax collector. FINANCIAL. The financial report stated the receipts for the month to have been £63 15s sd, and the bank overdraft to be .£IBB ls 2d. Accounts amounting to £64 9s 9d were passed for payment. FIBB PREVENTION. On the joint recommendation of the Council's Fire Prevention Committee and the Fire Brigade Committee, AssistantEngineer Reeve was appointed Chief Engineer of the Brigade. COUNCIL CHAMBER IMPBOVEMENTS. Three tenders for painting the interior of the Coancil Chamber were received, and that of J. Taylor, at £12 12s, accepted. Mr J. Withers' tender, to fit the six windows in the Chamber with Venetian blinds at 21s 6d per window, was accepted. VOLUNTEER NIGHT ALABK. Councillor Cone said, as ie seemed probable that an application would be received for the use of the firebells for the Volunteer alarm, he wished to state that the Fixe Brigade strongly objected to the bells being used for snch a purpose, and he thought the Conncil shonld consider them in the matter. Councillor Jennings remarked that, in conversation with Captain Fulton of the 1 Volunteers, he gathered that he was averse to the use of the firebells, and probably the , only means of alarm would be the bugle, , consequently there was little likelihood of an application for the use of the bells. A GRIEVANCE. i Councillor Cone stated that charitable ' aid recipients were compelled to take at i one time a sufficient quantity of bread and meat to last^them a-week,and consequently

before the rations day came round again the articles in question were often unfit for human consumption. He spoke in strong deprecatory terms of the practice, and moved— "That the Charitable Aid Board be asked to allow the recipients to receive their bread and meat three times per week." This was seconded by Councillor Stephens and agreed to. The Council then adjourned.
