DRAINAGE BOARD CONFERENCE.
A conference took place in the Ohristchurch Municipal Buildii-gs yesterday afternoon, at 3 o'clock, for the purpose of considering a proposed alteration in the constitution of the Drainage Board. Present—The Mayor of Christchurch (Mr A. Ayers, Chairman), Messrs W. H. Hosking, S. Manning, F. H. Barns, A. E. <j. Rhodes, and — Cuthbert, representing the Drainage Board; and Messrs Toomer, Swan, J. H. Hopkins, W. White, jun:, A. M. Oliivier, B. Bull, representing the Local Bodies.
Mr Ayers said that the meeting had been called because a meeting of delegates from the Local Bodies had decided that an alteration was necessary in the constitution of the Drainage Board, so as to vest more controlling power in the hands of Local Bodies.
After considerable discussion,
Mr Hosking said that every Council in New Zealand had the right to borrow a year's rates. He objeoted to anyone saying that money was raised in the Ueatkcoie and spent out of it, instead of being added to the Sinking Fund. He moved — "That the divided authority would be more expensive, and this meeting does not see its way to recommend it."

It was then moved by Mr Ehodes, ! seconded by Mr Barns — "That the matter I be remitted to the various Local Bodies for . consideration, and that they be requested j to appoint delegates, who shall moet and ' submit a scheme to the Drainage Board for consideration." The resolution was carried unanimously, : and the meeting dissolved. i -
