ST ALBANS BOROUGH COUNCIL.
An ordinary meeting of this Council was ! held at the Council offices yesterday, at 7.30 p.m.s present — The Mayor and Councillors Mann, Neate, Penteney, Smith, Moore, and Salter. Leave of absence was granted to Councillors Heard, Kelly and Garnett. The Finance Committee reported re- j ceipta since last meeting : — General rate, 1887, £230 9a 3d ; do, 1886, £62 Us sd : drainage rate, 1886, £62 143 5d : do, 1887, £239 6s 6d ; Waimakariri rate, £25 0s 7d ; dogs, £1 ; Avon Eoad Board, £48 9s lOd ; fines, £4 10s; total, £611 10s 9d. Bank balance, credit, £147 5s 6d. Accounts were passed for payment amounting to £251 -is lid. The Mayor said that the Council's total liability to the Drainage Board amounted to £427. It was decided to pay the amount less five per cent. Councillor Salter, for the Works Committe, reported that Mr Williams Stocks' tender for the bridge on Hill's road had been accepted, and that no serious damage had been done in the district by the recent heavy rains. The report was adopted. The Mayor reported that the Mayor of Cbristohurch had called a meeting of heads of the various Local Bodies with the view of trying to get an alteration made in the constitution of the Drainage Board so aa to give the Local Bodies seme control of the drainage scheme. Sir Julius Yogel had recommended them to formulate a scheme to this end, and stated that he would then give them an opinion on ib. They were to see the Treasurer on Wednesday next, and afterwards hold another meeting of the delegates to consider the matter, when the decision would be reported to the various bodies interested. j The Mayor's action was approved. j The Borough Council of New Plymouth wrote, asking the Council to co-operate in trying to obtain taxation of holders of realised property, such a3 stocks and shares, for charitable aid purposes. The consideration of the letter was deferred. / i A letter from Messrs Harman and j Stevens, asking the Council to take over ' the roads on Bealey's land, was referred to the Works Committee. John Griffiths was appointed ranger to the Borough. There were eight applicants. Councillor Penteney suggested an amendment in the Charitable Aid Act, by i which Local Boards of Advice should be ' appointed in the different districts, so that more rigid enquiries might be made into the applications for aid. After come discussion, the matter dropped. After the transaction of minor business, the meeting adjourned.
