» THIS DAT. Tke monthly meeting of the Selwyn Couttf Council was held to-day at the Oouck's offices; present— Mr M'Millan (Chairman), and Messrs Peryman, Jones, Danle^ Beonie, and Anson. APOLO4IBB. Tke Chairman apologised for the absence of Messrs Westenra and Enys. ghaibkan's btatbmbht. The Chairman made the following statement: — "The following correspondence has teen received since last meeting of the Council: Licensing districts — From the Tenpleton. Brad Board, recommending that the boundaries of the Avon, Heathcote and Lincoln Licensing Districts be altered nut* make them correspond with the ridings as recently altered. The power to alter licensing districts rests with the Governor, to whom a recommendation can be forwarded if the Council approves. South Malvern District.— A letter has been received from the Soath MalTemßoad Board, renewing its application to be furnished with copies of the accounts. The Council's books have been shown to a member of the Eoad Board, and full information offered respecting any portion of them on which tho Board may desire information. Small Birds Nuisance. —The Lincoln Eoad Board oak for an additional grant for the suppression of the small birds nuisance. Central Board of Health. — The Sumner Town Board have written relative to the desirability of establishing a Centrnl Board of Health. Railway Kates. — A pamphlet has been received froat Mr T. Taile on the subject of the railway rates and charges. Closing roads in Sooth Malvern District — An application has bee* made by the South Malvern Eoad Board relative to closing certain roads in the district, which I have referred back again for further information. Lease of County Plantation Eeserve. — An applicaI ti«n has been made to rent one of the I Council's planting reserves. Eoad to BrownI «ng's Paas.— The road to Browning's Pose is in a forward state, and the work, now in hand, would probably have been finished but foe the recent bad weather. Slaughter- •' houses.— The Inspector of Slaughterhouses ; has submitted his monthly report, and < there are three applications for licenses to !be dealt with. Dobbin's Ford.— A return f of the traffic at Dobbin's Ford has been ! furnished. Waimakarixi District. —An ! ! application has been received for a grant j to assist in opening up the road to the j glacier in the West Waimakariri Dis--1 trict. j TEMPI-ETON. I The application from the Templeton Road ; Board was referred back to them, with a < suggestion that they should join with a | district whose interests are more identical with their own. SMALL BIRDS NTJIBANCB. The Council granted M additional to the | Lincoln Eoad Board for the ieatruotion of I Binall birds. Mr Dunlop suggested that the Board should be requested to furnish returns of i the result of the steps taken to destroy the small birds. OBNTBAL BOARD OF HEALTH. Mr Jones suggested the formation of a * Board representing the county, including { the town districts, but not the boroughs. | The Inspector of Slaughter-houses could ' inspect dairies aa he went hia rounds j for this work a medical man was not required. The regulations of the Order-in-Council would, of course, have to be altered for this purpose. He (Mr Jones) thought it j inostimportantthatthere should be aMedi- J cal Officer, to whom the Inspector could < report. He Moved — "That with reference i to the letter from the Sumner Town Board : a circular note be sent to the Town Boards ' and Road Boards of the County, requesting their views on the subject, for the information of the Council." Mr Feryman seconded the motion, which, after some discussion, was agreed to. BAILVTAT BATBB. The Council, while agreeing that reform was needed in the railway rates and { charges, thought that Mr Vaile was not on j the right track. Mr Yaile's pamphlet was laid upoa the table. KBB JONBfl' COMPLAINT. Mr Davis wrote relative to Mrs E. Jones' complaint, recommending that compensation, the amount of which Bhould be decided by arbitration, should be given. I Mrs Jones waited upon the Council, and { objected that the new race cut a fifty- acre paddock into four, and deprived her of shelter from the south-west wind. The Chairman assured Mrs Jones that the matter would be gone into, and if possible no injury would be done to her i ■ land. Of course, if it was necessary tuat | the race must go through her land, she would receive compensation. It was deoided that Mr Anson and Mr ' Davis would visit the place on Friday next, i and meet the owner there. \ beownino'b pass boas. i The action of the Chairman in regard to ' this road was approved. j COUBTBNAT RBBBRVB. j , The Chairman explained that a portion of the reserves rated was no part of the 1 Council's property, another portion was ' rated at 8s 2d, a very small amount, but as it was need for water-races, it should not be , rated. In any case the amount, if paid, j would have to be debited to the district in the Council's books. The Council decided not to pay the rate. WATBB-BACHS. The reports on the water-races were read, and considered very satisfactory. BLAUGHTBB-HOTJBBB, Threo applications for licenses were received and granted. Mr O'Callaghan's re- ■ port was read and approved. Mr Watt, of Templeton, wrote, asking ' for a reduction in the license fee, in con- < , uideration of the large number of sheep ! slaughtered at his works. j The Council decided to make the same i reduction in this case as is made at the Freezing Works. j Accounts to the amount of £988 9s 2d ' were passed for payment. This concluded the business.
