Lyttelton Borough Council.

This Council held their usual fortnighly meeting at 7.30 p.m. yesterday ; present — ■ the Mayor (Chairman), and Councillors Miicdonald, Stinson, Garforth, Merson, Diinond, Reed and Fyfc. Receipts amounting to =8329 9s yd for the fortnight were reported. COBRESPONPKXCK. A letter was received from the Assistant Secretary, re the availability of the Quarantine station in ca.x- of an outbnat of small-pox. — -From P. A. Phillips, Town Cleric, Auckland, asking for particulars oi efficiency, cost, &c, of the Lyttelton electric light. — From Garforth and Loo, asking for a transfer of their slaughtering' license to Cass Bay. — From the Lumpers* Union, asking for the use of a room at the Colonists' Hall once n week during the evening. The letter from the Colonial Secretary was considered satisfactory. The Mayor said the Sanitary Committee intended' to visit the place (the west side of Quail Island) at an early opportunity. The letter from the Auckland Town Ch-rk was referred to the Lyttelton Harli'iir Board. The Mayor questioned if it lay within the power of the Council to grant a transfer of Messrs Garforth and Lee's slaughter-house license to Cass Bay, as tho Act said that

' Councillor Fyfe moved and Councillor M'Donald seconded, that the matter be referred to the Sanitary Committee, 'to see if they had power to act in the matter. Moved by Councillor Herspn and seconded by Councillor* Reed, that the requess be granted. / The amendment was put and carried, Councillor Garforth abstaining from rating. The Mayor remarked that before acting on the amendment he would obtain an opinion on the subject. The request from the Lumpers' Union was referred to the Colonists' Hall Coinraittee. Accounts to the amount of .£l4l 63 3d -were passed for payment. WORKS. The Works Committee recommended the Council to lay two two-fort drains through Messrs Fett and Watson's properties. The Committee further recommended that tho Council purchase 18ft of Watson's sections as a road to the Council's sections above, and also for the purpose of laying down the drain. The cost of the land would be JBIOO. ■ Councillor Stinson spoke strongly in favour of the purchase of the 18 feet on Watson's section on account of the low price of the land. Councillor Dimond said that in the event of the land not being purchased, open drains could not be laid down on these properties. Councilbr Stinson moved, and Councillor Merton -^conded the adoption of that portion of the report referring to the purchase of Watson land. The Mayor was opposed to the purchase of the. land in the present state of the Council's funds. In the event of the motion being carried, he would request that his vote be r<'cord:d r. gainst it. The motion was put and carried, the M»yor alone voting against it. The report of the Foreman of Works iras read, Btating that at the waterworks «verything was going on satisfactorily. He expected that the water stratum would lie cut about the end of the week. The fire alarum at Dampier's Bay was now erected. Councillor Dimond asked for leave of Absence for Councillor AHwright for the remainder of the Parliamentary session. Eighteen applications were received for the position of Librarian to the Colonists' Hall. After considerable discussion, Councillor Garforth moved, and Councillor Dimond seconded — "That Mr Richard Bunker be appointed to the position." The Mayor said the appointment would be made at the pleasure of the Council. In "the event of the appointee being found unsuitable his services could be dispensed with. Councillors Dimond, Macdonald, Garforth and Stinson voted for the motion, -and Councillors Fyfe, Merson, Reed and 31 ' Donald against it. The Mayor gave his casting vote in favour of the motion, which was carried. The meeting then adjourned.
