The New Ministry.

The Auckland evening journal considersthat the lobbying now going on in Wellington will turn some of the members. It adds :-^ "Public work rulers are the curse of New Zealand politics, and until they ar» got rid of Government on settled party lines will be impossible ; for so long as they play so important a part in the national government no district can afford to ignore their existence. The fate of the new Ministry will turn upon their ability to tempt members from their party allegiance ; and it must bo frankly acknowledged that Sir Julius Yogel is an expert in that art." " The Herald considers that Sir Julius Yogel has been outwitted by Messrs Macandrew and Montgomery, and forced to form a Cabinet on principles he does not approve. It quotes Sir Julius Vogel's words when he was called on to form a Ministry in 1872 : — "We propose that the Cabinet shall consist of eight Ministers holding portfolios, and that the Government Department shall be divided amongst those Ministers. We propose that there shall be an equal number of Ministers for each Island, so that there shall be no reason for jealousy on the part of hon members on account of one Island being more represented than another." The article concludes: — "Mr Ballance iB a simple cipher in the Cabinet. The Ministry as constituted represents only Canterbury and Otago, and it is in no sense a Ministry for the Colony."
