THE SYDNEY CONVENTION.
Additional Resolutions. [Reuteb 'a Teleobams.] .Beceived Dec 7, at 1.15 p.m.] SYDNEY, Dec. 7. The Convention haß made several alterations in the draft Imperial Bill for the Constitution of a Federal Oounoil. The measure now consists of eleven clauses, and in addition to the points already telegraphed provides that the Governor of Tasmania shall have power to summon the Oounoil to hold itß sessions at Hobart until otherwise deoided ; the presence of a majority will be necessary to constitute a quorum, and the deoision ot the majority is td prevail; the Federal Oounoil to have authority over British ships, fisheries beyond territorial limits, over deserters, and over defences within or withont territorial limits; the decisions of the Oouncil to be valid only for those Colonies which agree to them ; power is to be vested in the Governor of the Oolony where the Oouncil sits to assent to, disallow, or reserve for the royal assent any measures passed; any amounts payable by the Oolonies in the case of difference to be assessed by the Governor of Tasmania. The Aot shall be invalid in any Colony until the Legislature has adopted it, and shall not be operative nntil four Colonies bave passed it.
