0* The ordinary monthly meeting of this Council was held at the Munioipal Chambers at 7.50 last night j present — His Worship the Mayor, and Councillors Blaokett, Stephens, Cone, Gulliver, Stevens, Good, Ivory, Boyd and Crothers. OOBEBSPOKDEKCB. The following was read :— From the Seoretary of the Fire Insurance Association, inquiring whether the Oounoil would be prepared to dispose of the manual fire engine. The Town Clerk was instruoted to reply that the Oounoil had no intention of parting with the engine. From the Mandeville and Bangiora Boad Board, acceding to the Council's request for the removal of the Fire Brigade Btation from the Board's property. From John Smith, Ohristchurch, re artesian well, offering to sink the same for day wages. — From ID. 3. Martin, re same, and making a similar offer. It was decided as the recent trial of the steam fire engine had proved the water supply from the wells to be practioally inexhaustible, the idea of sinking an artesian well be given up. From Q. Murdock, lessee of the Borough reserve, enclosing cheque for £100 12s 6d, rent. From residents on Ohurch street, drawing the Oounoil's attention to the fact that Mr Bishop had stopped the pipe laid down opposite his premises. After some ditoussion on this matter, Councillor Ivory moved— " That notice be given Bishop to unstop the pipe, and in the event of his not oomplying, that legal prooeedinga be taken against him under the sections of the by>law relating to the wilful obstruction of storm wateroourses." This waa seconded by Oounoillor Crothers and agreed to. From B. Whilham, resigning the office of Assistant Engineer to the Fire Brigade. The resignation was acoepted, and the Town Olerk waß instruoted to invite applications for the office. FIBB BBIGADB BTATION. Councillor Crothers proposed — "That the Brigade station be removed to the Borough property." Seconded by Oounoillor Blaokett, and agreed to. The following suggestions from the Fire Brigade were read : — (1) That a new engineroom should be built on to the front of the present shed, and floored either with concrete or asphalted. (2) That the present engineroom bo lined and fitted up ac a meeting and reading- room for the members of the Brigade. (3) That tbe room at presont used for meet, ings be fitted up aa a sleeping apartment to accommodate five or six firemen. Councillor Blackett moved— "That the foregoing suggestions be adopted, and that tenders be invited for the work." This was seoonded by Oounoillor Stevens, and agreed to. subvetob's bbpobt. The Surveyor reported:— (l) 3 hat J. Payne's tender of £4 15s had been acoepted for clearing the Bast town belt footpath and channel. (2) That the kerbing to the footpath in High street had been completed, and that nearly all tbe material for the asphalting was ready, bat the unsettled weather during the past month had delayed the work considerably. (8) That although Mr Bishop agreed to have the pipes put in opposite his place, he now raises an objection, and persists in stopping the mouth of the pipe. (4) That the Works Oommittee recommend that the breaking of stones be discontinued for the summer months, there being about 180 yds broken ready for übb. if s) That Mr M. Sklaark's tender for a elpply of dog collars for 1884 at 3d eaob, had been acoepted. TINANOIAI. The reoeipts for the month were reported to have been £165 13s 86, and the Bank balanoe to be £475 2s 9d. Accounts amounting to £95 8s 9d were passed for payment. TOTB OP THA HKS. Councillor Good thought that before the meeting olosed, opportunity should be taken to express thanks and appreciation to the retiring Mayor for the manner in whioh he had filled the offioe during the past three years. He was quite sure that all the Councillors would agree with him when be said that Mr Johnstone had throughout oonduoted the business of the Oouncil in a highly satisfactory manner. And not for tbis only was he deserving of thanks, but also for the willing and aotive manner in whioh he had identified himself with all movements having for their object the advancement of the Borough. He (Councillor Good) would move — "That a most hearty vote of thanks be accorded to Mr Johnstone for his past services." Oounoillor Blaokett seoonded the resolution, and after general expressions of approval had been made, it was oarried unanimously. His Worship, in acknowledging the vote, thanked the Councillors for the kind way in [ which they had treated him whilst he had ocoupied the chair. He admitted he felt proud to think that he had been able to serve the burgesses for three years. When he first took office he held an opinion that it was undesirable for a Mayor to occupy the ofiice for more than one year at a time ; but before his first term had expired he had changed this opinion, because he found thut it required almost a year to gain experience in the performance of some of the duties appertaining to the office, more particularly in that of acting on the Magisterial bench, and therefore in the seoond year a Mayor was in a much better position to fill the offioe to bis own and the publio satisfaction. He congratulated them upon the election of Mr A. Ivory to be his successor, as he considered him to be thoroughly adapted for the position. This conoluded the bnsiness, and the Oouncil then adjourned.
