CANTERBURY COLLEGE.
A special ineetiug of tho Board of Governors of the Canterbury College was held yesterday alternoon. Tho iollowing members were present— Mr F. de C. Malet, the Most Rev tho Primate, Mtssra H. J. Tancred, Rev Charles Eraser, T; H. Potts, J. N. TosswiJi, J. V. Colborne Veel, Dr Coward, W. Reeves, R. W. Fereday, and J'.'liu Inglis. COBBESPOXDENCE.
A precis ot correspondence received since last meeting was laid upon the table. chaimian's statement.
The Chairmuu brietly explained that the meeting had been called, in accordance with the standing orders, in compliance with a requisition sigted by three of the Governors. He concluded by calling upon tho Rev C. Fraser to move the resolution of which he had given notice.
ANNUAL BEI'ORTS PROM COMMITTEES. The Bey C. leaser, in bringing forward the motion standing in his name, said that he did not expect any opposition to be made to it as it proposed only wlrnt was absolutely necessary to a right understanding of the College business. Indeed, it was rathsra matter of wonder that the proposal had not been carried out from the very Ri-it. As an example of what was needed, he would refer to the Museum department. Under the rule of the Provincial Council the Trustees, or rather indeed the Director, was accustomed to preBent a complete annual report, from reading wlueh every member of the Provincial Council, as well us tho Trustees themselves were made perfectly aware of the work done and the changes effected from time to time Ihese reports had always been regarded as highly satisfactory, and what ho now asked for was tbat they should be continued. Such a roport was, if possible, still more needed for the Agricultural dchool. For if that institution was to bo of any use at all it would be through, its annual accounts of money expended in the purchase of stock, in cxpoiiments in trenching, in cropping, in lading down grass, and so on, ana in tlio comparison of these with the roeul s, the crops raised, sales elected, and general improvement. JS'ow, if such accounts are to be of any use in the future, they must begin at the beginning. The outlay from the \ery first must be known, to get. at any right C3t mate in a: tor years. If such a statement could not be given, ib was a 9 much, as saying that the institution begun by being a failure, and it might ond in something worse. In the same way, tho public library and reading room, the Girls' High School, and the Canterbury College, should have their reports. By mcacs of theso alone could tho present and future Governors become as fully acquainted as they ought to be with the general management, and the progress of these several institutions Ho cjiuidered it an advantage that these were all under one Board, just borausc it enabled them to secure at ieaat cost the full detailed statements of all tho departments. Ho would movo— " That the several Committees be requested, in accordance with a former resolution of the Board, to prepare detailed statements of the expenditure and work done for the year ending June 30, 1879."

Mr Webb aikccl if such reports wore not already furnished periodically. The Chairman said that accounts had been given up to tho end of April. The Chairman of tho Board (Mr Monigomnry) had also given a resume of the work which had been done, but pro t ably this was not as full a report as those would be which Mr Fraser contemplated in. his resolution. Mr Potts seconded the motion. On tho suggestion of several members of tho .Board, the words "and that the statements be prepared on or before Dec. 31, 1879," were added to the resolution, which was then agreed to. THE LATK Dtt POWEII. The Chairman asked tho permission of the Board for tho Primate to movo a resolution, of which he had not given previous notice, and which had referonco to the loss which the teaching staff of tho College had lately sustained. Tho permission having been granted, tho Most Key tho Primate moved — "That fie Board of Governors of tho Canterbury College desires to record its great regret at tho loss it has sustained by tho death of" Dr Powell." Mr Webb seconded the resolution, which was agreed to. Tho Secretary wus instructed to forward a copy of the reaolution to Dr Powell's family. estatbb' committee. On tho motion of Mr .Veol, seconded by Mr Toaswill— " The College seal was directed to bo affixed to severul lenses, which had been recommended by the Estates' Committeo." SCHOOL OF /GEICULTUBE. Tho Commitlco of the School of Agriculture reported as foliovre : — " Sept 20, 1870 c — Tho Committeo recommends tho Board to empower tbo Committee to negotiate with some suitablo person to assist the Director, as Science Mastor afc tho School." Mr Tosswi'l moved— "That Mr K T. Carrington bo appointed Laboratory Assistant at the Agricultural School, at a salary of £150 a year, to commence on the first of January noit." Ho believed that Mr Carrington was exactly tho man that was wanted. His services might also be available, if necessary, for lectures to be given in the College. Mr Beeves seconded the motion. The Eov C. Fraser would support the motion, with the understanding that Mr Carrington's salary would bo increased if he was found to bo tho suitablo man that the Board believed him to be. Tho resolution was agreed 10. COLLEGE COMMITTEE. The report of the College Committee was read, and after discussion, a portion of which look placo in Committee, it was agreed to in tbe following form : — 11 Oct. 17, 1879. "1. Tho Committeo recommends that, in tho absence of tho Ohairman, a member of tho Board should bo appointed to act as Chairman of the various Committees, and that Mr F. do C. Mulct bo tho Chairman. "2. The Committee lvcomincn^s that Professors Brown and Cook bo appointed Examiners for the open and closo cihibilions of tho Girls' Uioh School, and aho to conduct the yearly examination of tho school, and that they shall receive a fee of twenty-five guineas euuh for conducting the aboTc examination, and for furnishing a special report on the general condition of tho school. "3. Tho Committeo recommends that the College eeal be affixed to the agroement between tho Canterbury College and Professor F. W. Hashm.
"4. Ponding tho appointment of a sueceesor to Dr Powell, tho Committee recommends that they bo authorised to enter into a temporary arrangement with Mr Nelson T. Carringfon to carry on the work of the class.
"5. That tho appointment of Professor of Biology bo offered to Professor F. W. Hutton, of Punedin, at a nilury of £700 per annum and fees, £350 to bo paid by tho Agricultural School, and £350 by the College. Lectures to be given at tho School of Agriculture as well as tho College. Tho terms of this appointment (where applicable) in other rospecie, ti be tho fame as those under which the Profe-sor of Classics has been engaged. "6. That a sum not exceeding £50 bo allowed for travelling expenses from Dunedin.
" 7. That the College Committee bo authorised to take the necess ry steps to give effect to the foregoing resolutions." During iho discussion on the first paragraph, the Rev C. Fraser said that the proposition was equivalent to appointing a Deputy« Chairman. This had been proposed some two jeaiM ago, and had been strongly supported by*' him. If had, however, been pointed out that such an appointment was bayond the powers of the Board given by the terms of the Act. He merely pointed this fact ont, as he was decidedly in favour of the Committee's recommendation being carried into effect. , ..
Mr Tancred said tho objection would not apply to tho proposed arrangement. There was no mention of a Chairman of Committees in the Ordinance. .
In the discussion on the third paragraph of the report, the Chairman stated that tho new. Professor of- Classics 'was to 'receive £700 ay oar, his saltiry commencing on Jan. 1, 1880, and fees from the students. He was also to receivo £150 towards his travelling oxpeneCß. * Tho Board then adjourned,
