VIENNA, Oct. 8. Austria-Hungary. The Hungarian Legislature has been opened by the Emperor, who, in his speech, stated that foreign relations were friendly. Haymerle, late Austro - Hungarian Ambassador to Rome, has been appointed Chancellor of the Empiro.
