CHRISTOHUCH CITY COUNCIL.
Monday, March 15. The usual weekly meeting was held at 7 p.m. Present : his Worship the Mayor and all the Councillors. The minutes of last meeting were read and confirmed. The Clerk stated that he had received £78 Ilssd from various sources during the week, and that the credit balance at the bank amounted to X1 95 Os 2d. A we' k's extension of time was granted to the Sanitary Committee in which to prepare their report on the nuisance caused by the breweries draining offensive liquid into the South drain. The Mayor stated that he had received from Sir G. Grey a report on " The proper principle of drainage in the towns of Oxford, Eton, Windsor, and Abingdon," together with a memorandum of Bedford Sanitary improvements. Being, no doubt, sent with a view to conferring good upon ' the city, he thought the Council were indebted to . the donor for his consideration, and it was desirable that a suitable acknowledgment should be returned. The Clerk was instructed to forward the thanks of the Council for the papers. Councillor Jameson, in reply to Councillor Angus, stated, in reference to the street watering, that £115 had beeH expended in plant, and £104 in labour for watering, making a total of £219. The rate levied to cover the expenses had amounted to £179 leaving a deficiency of £40, to be met by next year's rate. V Accounts amounting to £77 19s 2d were passed and ordered to be paid. Some discussion, however, occurred in connection with one referring to refreshments distributed at the late fire in Lichfleld street. The order having, it appeared, been given by a gentleman possessing no authority to do so, the Council only agreed to pay it under protest, and on the understanding that it should not form a precedent for future occasions. The following tenders were opened and discussed: — For shiugling Gloucester street from Durham street to Antigua street; Kilmore street from Montreal street to Antigua street; and Peterborough street from Montreal Btreet to Antigua street, with 10 cubic yards of shingle to the chain, the total length being about 43 chains. The Suryeyor reported for the week as
follows:— The formation of St Asaph street from Barbadoes street to the East town belt had been completed, and the Works' committee had advertised for tenders for shingling Salisbury and Peterborough streets. The stone chanelling in High and Tuam Btreets had been satisfactorily finished, and the Works' committee now recommended that the east side of Colombo street from Cashel street to the City Hotel corner; the west side from Cashel street to Mr Freece's auction rooms, and the Paprnui road from Rossiter's shop to the crossing near Wilson's corn store, should be similarly dealt with at the earliest convenience. The labour gang had been employed in completing the stone channelling above mentioned, repairing footpaths in Lichfield street, levelling crossings at the junction of High and Tuam streets; painting fence on Oxford terrace, repairing that Ptreet with shingle, and in clearing out side drains in Colombo, Durham, Manchester, Kilmore, Lichfield, and Tuam streets. The report was approved, and the works referred to were ordered to be carried out. The following correspondence was read and considered. Letter from Mr W.H.Mem, calling attention on behalfof resident ratepayers to the bad state of the footpath in St Asaph street, between the Windmill and Lincoln roads — referred to .the Works Committee. , . Letter from the chairman of the Board of River Conservators, requesting that the Council would supply a return of the annual value of rateable property in the City. The Clerk was instructed to forward the amount of last year's valuation, but at the same time intimate that a new one was being made for the present year, and that if it were required, the Council would supply it at the earliest opportunity. Letter from the Secretary of the Liverpool, London, and Globe Fire Brigade, enclosing a printed book of the rules sanctioned by the Council, together with the general instructions and copy of the fire alarms. X.Letter from Mr E. B. Bishop, pointing out on behalf of residents in the vicinity, the in-judiciousne-ss of allowing Cranmer Square to remain unenclosed when levelled, and requesting the ' ouncil to consider the propriety of feaciag jt-ia^ resolved, after a brief conversation, that the Council would undertake the work on half the cost being guaranteed^ Letter from Mr John Merson, corner of Whately Road and Peterborough street, calling attention to a nuisance, caused by the smoke emanating from the Phoenix Brewery — referred to the Nuisance Inspector. A draft copy of the duties' denned for the Engineer to the Fire Brigade was laid on the table, and .applications for the vacant appointment were read from George Croll, engineer at the Canterbury Foundry, and Thomas Trengrove, engine driver at Mr Booth's saw mill, Tuam street. Councillor Sheppard suggested the advisability of the Fire Committee reporting upon the qualification of the respective candidates. He considered such an important matter should not be hastily dealt with, and moved that the course suggested be adopted. After a brief conversation, the motion was carried : the committee to report on Monday next. The Nuisance Inspector reported that most of the notices to cut gorse hedges had been complied with, but that one or two remained unattended to, and instructions were asked respecting them. Two artesian wells are now flowing down Norman's right-of-way, one being at the back of Messrs Lane, Bros., in Cashel street, and the other at the back of the Mechanics' Hotel. These had been much required. The report, as a whole, was approved, and the attention of the police •vas ordered to be called to the matter referred to in the first clause.' A carrier's licence was granted to D. Manhire, Addington. Councillor Tombs handed in his resignation as a member of the Sanitary Committee, and Councillor Sheppard was appointed in his place. The Council then adjourned.
