LYTTELTON BOROUGH COUNCIL.

Monday, March 15. Present — Councillors England, Allwright, Woledge, Ward, Chalmers, and Hawkins, his Worship the Mayor presiding. The minutes of the former meeting were read and confirmed. . The Clerk stated he had received during the week — rates, £21 8a Gd ; rent, Mr Godfrey, £3 15&. The following correspondence was read:— To Mr G. Thornton, Provincial Engineer, asking him to name a day to meet the Water Supply Committee. From Mr J. A. Bird, agent of the London, Liverpool, and Globe Insurance Company, informing the Council that the Board of Directors in Sydney had agreed to let the engine remain in Lyttelton, provided the proper hose was got for the engine. From J. W. Julian, asking the Council to accept the surrender of the lease of his coal yard, and stating it had been a great loss to himself. His Worship said he should go to the Reception Committee meeting on the next day at Christchurch. He did not know if they wished to give him any instructions. Councillors Ward and Chalmers said they hoped his Worship would impress on the committee the necessity of giving his Royal Highness a proper reception at the port of the province. His Worship stated that the Water Supply Committee had not met during the week; they were waiting a reply from Mr Thornton. Councillor Hawkins asked if any communication had been received from Matheson's Agency respecting the late overflow of stormwater on to their premises. His Worship replied in the negative, but also, said that be bad no doubt, if .the Council

were written to, MatV.eson'd Agency would be allowed to put down a wooden gutter to carry off the water. The Works Committee's report was read. It stated that the new night soil road was complete ; the total cost had been, including the contract, £38 10s. The sum voted was £4 le«s than the amount, and the committee asked to be idemnifled. Councillor Hawkins moved " That the report be received and adopted." The committee were, he thought, quite justified in expending the money. Councillor Woledge seconded the motion, and it was carried. Councillor Chalmers said that people ought to be made to cart their rubbish to the new shoot. There were several places in the road which would be greatly benefited by the holes being filled up. Councillor Ward moved, Councillor Chalmers seconded, and it was resolved, "That Mr Graham, the contractor for scavengering, and the public, be informed that the new shoot is now completed, and that they will be expected, on and after the 24th March, to deposit all rubbish there. The following accounts were passed for payment :— Weekly pay-sheet, £6 2s ; petty cash, £10. Mr J. A. Bird's letter was next considered, and the correspondence on the subject read. After some discussion, Councillor England moved, Councillor Hawkins seconded, and it was resolved, " That Mr Bird be informed that the Council will make arrangements for providing the necessary hose." Mr Julian's letter was then considered. It was resolved that the matter be deferred for a week, in order that all the correspondence might be produced and read. Councillor Allwright asked for leave of absence for Councillor Hargreaves, which wa9 granted. His Worship said some good had resulted from the deputation seeing Mr Seed, the Inspector of Customs. Lyttelton merchants and Custom House agents could now pass for their goods in Lyttelton, and get their goods at once, and the money would be banked in Lyttelton, instead of being sent to Christchurch. He did not think they could ask for more; in fact, they had obtained all they asked for. Councillor Chalmers called the attention of the Works Committee to a dangerous place on the Governor Bay Road. The matter was referred to the Works Committee to take the necessary steps for putting it in repair. The consideration of the by-laws was deferred for a week. • Some discussion took place respecting all the rates not being paid . Councillor Hawkins moved, Councillor Woledge seconded, and it was resolved, that the time for final payment be extended to the 29th inst., that the same be advertised, that all rates not paid then will be sued for, and that a list of defaulters be laid before the Council at their next meeting. The Council then adjourned.
