[BY ELECTBIC TEM&EIPH.] Wellington, Nov. 23, 11.40 a.m. 7.30 p.m. Mr Marshall has gone to Sydney to consult Captain Vine Hall with reference to the course to be pursued on behalf of the Royal Mail Company. A leading article of the Go vernment organ has created much concern. It states that the Waikato is likely to be the third centre of immediate rebellion, and strongly hints that the first class Wellington militia will be sent to the country, so as to relieve the Constabulary and other forces from the present defence of settled districts ; also that Tito is exciting the natives to a general rising all over the island. Steps are being taken to organise a Volunteer Cavalry, and a Naval Brigade. The Attorney General has taken the oath as an artillery volunteer. Messrs Young and Sheppard, of Hokitika have the contract for the mails between Wanganui and "Wellington, and are purchasing Cobb's plant. The Otago Government has offered to provide for a limited number of refugees from the West Coast, if necessary. Letters from Wanganui, received on Saturday, state that Colonel Whitmore's impression was, that Tito had gone to Patea to build a pah there. Business is almost at a standstill, until yesterday's news is confirmed or otherwise. 8 p.m. The recent report, that Colonel Whitmore's force had fired uponj Europeans pursuing rebel incendiaries, is explained to have arisen from a mistake. The Europeans were taken for rebel Natives.
