[BY SUBMAKINE TELEGRAPH.] Wellington, Nov. 2, 6.55 p.m. A Government telegram reports favourably of East Coast prospects, the settlers being no longer apprehensive of an attack by the Natives. The Europeans imd friondly Natives contemplate offensive operations. There will be a preliminary private meeting to-morrow, to consider tlio formation of a new Steam Company, should the New Zealand Steam Navigation Company wind up.
