Tuesday, Oct. 27. Present: The Mayor, Councillors Kerr, Middleton, Porter, Dudley, Oram, Birch, Newnham, and Buddie. The minutes of last meeting were read and confirmed. Copies of outwards correspondence read and approved. Letters were read from :— The Christchurch city Council, inviting an expression ot opinion from the Kaiapoi Borough Council on the proposed change of the market .day, and requesting them to ascertain the feeling" of farmers in their district with regard to the proposed change. From the Manager of the Bank of New Zealand. Kaiapoi, requesting permission to lay a pipe across the tootpath in connection with the pipe which carries the waste water from the well in Cookson street to the river on to the bank premises. Some discussion ensued respecting the Christchuroh Borough Council's letter, from which it appeare I that lhe proposed change was a matter of indifference to the Council, they considering that it was mo-e a matter between town and country than town and town. Councillor Birch moved, and Councillor Oram seconded, " That better information on the subject can probably be gained from the Chairmen of Koad Boards in country districts, than the Kaiapoi Borough Council are ab'.e to afford. " The motiou was carried. 'I he application from the Manager of the Bank of New Zealand was then considered, and referred to the Public Works Committee to report on at next meeting. yVThe Clerk reported that a part of the approach to the bridge bad washed away during the last fresh, and as the Public Works Committee did not do anything to it he .had ordered it to bg. repaired./ /Councillor Kerr objeoted~~fo the Clerk having work done without consulting the Public Works Committee ; he hoped it would not. occur again, > ""The Clerk explained that the hole in thn road was extremely dangerous to the coached, &c.t — --Councillor Birch quite concurred in Mr Kerr's remarks ; he hoped it would be a guide to the Clerk in futufeT? The Public Works Committee reported that they had examined the pump at Ham-nii-tt's corner ; it had been broken by an undue strain, caused by the pipe having been stopped with shingle ; the water rises within 2ft 2in. off the crown of the road. They recommended that an iron tank should be sunk, into which the pump should be placed, instead of directly on to the pine ; this would ensure a constant supp'y of water, and prevent future accidents. The cost would be £7. They also reported that all the roads and footpaths in the town were in good order, and would require no expenditure for some time to come. Tbe report was adopted. Councillor Newnham moved, and Councillor Birch seconded, " That the pump be repaired, conditionally on the inhabitants in the neighbourhood paying half the expense, and that three responsible persons there shall pledge themselves to look after it and keep it in good order ; cost not to exceed £7." Carried. The following accounts were then passed : — Clerk's salary (one ,montb, at £58 per annum), £4 3s 4d ; W. D. Buddie, £4 4s 4d. Councillor Newnham moved, and Councillor Dudley seconded, " That the Koad Committee employ labour to collect the feueinfj materials lying about the sandhills on the North Koad." Carried. Tenders for leasing the bridge, and performing the dut^s of tollkeeper, for twelve months, were then opened from — W. L. Powell, £456 5s ; W. A. Crooke, £500 ; F. Pearse, £525 ; A. Clark, £450 ; G. B. Johnson, £530 ; W. Ellen, £477 ; J. M. Simpson,

! £490 ; Saml. Neville, £520 ; John Moore, £480. Councillor Birch moved, and Councillor Dudley seconded, that G. B. Johnson's tender be accepted. Carried. Councillor Birch handed in a notice of motion, and the Council adjourned.
