We understand that the Provincial Government intend to levy an education rate of threepence in the pound, and that it is possible, though not probable, that they may find it absolutely necessary to impose a Hospital and Charitable Aid rate as well. The former is, we believe, quite certain. In addition to this, a bill now before the Assembly to provide for the conservance of rivers, and which will undoubtedly become law, will give a Board of Conservators power to levy a rate on all property within a certain boundnry. Christchurch will be included in this boundary. The Provincial Groverntaent have advanced a sum of £2000 for protective works on the Waimakariri, and this has to be recouped out of the first rates levied under the new bill. We have no de sire to be unpleasant, but we consider it our duty to let the ratepayers know what they may expect in the shape of local taxation.
