or adjacent ground it shall be of a specified construction. (c) Is well lighted and ventilated and provided with air-space as specified. (d) Has no direct communication with any closet, privy, urinal, or stable, or an opening into any drain or sewer. (c) Is maintained in good repair and in a clean condition. To secure the protection of all food from contamination and as far as practicable from vermin or other animals and dust. To forbid the keeping bf food in premises as aforesaid, in any cupboard, or other place in which are clothing, unclean domestic utensils, or refuse. To secure the cleanliness of every cupboard, store, chest, or compartment used for the storage or keeping of food. To forbid the accumulation of vegetable or animal refuse about such premises as aforesaid for longer than 24 hours, and not unless the same shall be stored in metal receptacles as required by the Bylaws. To forbid the keeping of milk, cream, and butter in the same place in which meat, vegetables, and other articles of food are kept. To forbid the use of all cutlery, glass, and other tableware unless thoroughly cleansed after each time of using. To secure the cleanliness of all furniture, counters, appliances, and utensils used in any kitchen, diningroom, or other place where food is prepared. To forbid the use of any glass, tumbler, or other vessel for liquid food or liquid refreshments unless such tumbler or vessel has been thoroughly cleansed since the last occasion of its use. To forbid the manufacture, storage, or deposit of ice cream or ices or the ingredients therefor in any open shed or unenclosed space. To forbid the manufacture, storage, or deposit of ice cream or ices for sale or the ingredients therefor to be manufactured, stored, or deposited in any room or building unless—• (1) Such is provided with tight, close-jointed walls and ceilings. (2) Its internal walls are covered as specified. (3) Its floors are constructed as specified. • (4) It is well lighted and ventilated. (5) All interior surfaces of floors and walls are kept constantly clean. To forbid the manufacture, storage, or deposit of ice cream or ices for sale or the ingredients therefor in any room communicating with a privy, w.c, or stable, or with a sleeping apartment, or any room in communication with any drain or sewer. To forbid personal contact with ice cream or ices by the manufacturer thereof. To forbid the manufacture, storage, or deposit of ice cream or ices for sale or the ingredients therefor in any vessel which is not thoroughly cleansed. To forbid the re-freezing of melted ice cream or ices. To provide that all premises shall be rendered rat-proof. To provide that the use of premises used for tlte manufacture or preparation or storage or collection of food for human consumption may be prohibited until rendered rat-proof. To , provide for a sufficient cover for area-gratings or openings in external walls to prevent the entry of rats. To forbid the occupier or owner of any building, land, or premises— (1) To allow any refuse or waste matter of any kind whatsoever to remain or be kept so as to afford shelter or encouragement to rats. (2) To fail to protect as far as possible from the access -of rats any article likely to be food for them. (3) To neglect to destroy rats. (4) To fail to remove or obliterate nests, burrows, and habitual haunts of rats. To require the occupier of premises used, as a marine store or for the sale or storage of any second-hand timber, iron, barrels, empty cases, etc., upon receipt of notice, to cause all such to be kept on open platforms or trestles at least 12in clear of the ground or floor, and to keep the space between such ground or floor and the platform or trestles free from obstructions. To require the occupier or owner of any building or premises to put all such buildings and premises and all cellars, sheds, outbuildings, and sanitary conveniences belonging thereto in a cleanly condition. A copy of the proposed By-laws is deposited in the Town Clerk's Office, Town Hall, Queen-street, and is open to the inspection of the public during office hours, until the 22nd day of February, 1912.
