Auckland has been so often bilked by the political dodge knovvn as the Portfolio Shuffle, that it is time she began to deduce a moral from it, if indeed there can be any moral in such a rank swindle. The root of the evil has been in the practice — a practice that continues to exist in few constitutionally governed colonies other than New Zealand, of pitchforking men into the Ministry who represented nobody but themselves and money-bags. The remedy is easy. Let no man be qualified to hold a Ministerial porfolio who cannot secure election, or re-election by some constituency.
