He could reasonably be called upon to pay rates or residues, and would still pay more than his share of benzine and tyre taxation, as farmers' roads are not in such good order as those in general use, whereas any general taxation hits the landowner. It is necessary in national interests that users of roads should pay for roads, otherwise the taxpayer will have to meet huge railway losses, due to road competition, which is subsidised by the taxpayer or the rate payer. "Furthermore, the basic earnings upon which the livings of all persons in the country are built, are the earnings of exporting farmers,; and it is not a good national policy that these earnings should be the particular target of taxation. The greater the production fg-oin the land, the better off and more taxable is- the whole community." Sheep Dip.
