FRANCO-RUSisiAN AGREEMENT. CONSTERNATION, IN BERLIN. (A. and N. Z. Cable.) BERLIN, Feb. 16. There is consternation over the Paris report that France has concluded a agreement with Russia, France recognising the Soviet Government, which acknowledges tho Russian debt to France, totalling twenty thousand million gold marks.
