(Per Press Association.) Pketokia, March 17. President Kruger in the course of a speech said:—" While this unrest lasts my hands are tied, and we must prepare for war." % March 18. Sir John Devilliers, Chief Justice of Cape Colony, is mediating between President Kruger and the Judges of the Transvaal High Court and Justice. The Judges are inclined to yield if a new law is propounded limiting the Volksraads' authority in future.
