Unprecedented Step NEW YORK, Dec. 23. Emperor Hirohito yesterday granted an audience to Japanese reporters, says the Tokio correspondent of the “New York Times.” This is without precedent in the history of the Throne. The Emperor asked the reporters if they had enough food. The reporters did not ask questions and were not permitted to write up the meeting. Allied headquarters in Tokio state that General MacArthur has virtually completed the programme for the disarmament and reform of Japan under the Potsdam terms, with a directive added banning State Shintoism, giving final impetus to the new form of government. The statement concluded by saying that further directives will probably be limited to those necessary to supplement previous orders.
