OBLIGATIONS NOT MET
Argentina’s Actions (7.30 p.m.) WASHINGTON, Sept. 28. Argentina failed to live up to its United Nations obligations, said Mr Spruillc Braden, former Ambassador to Argentina. He said that the Act of Chapultepec applied to the present situation in Argentina, particularly the passages dealing with the dedication to democracy, the principles of the Atlantic Charter and promises to suppress Nazi activities.
Mr Braden saw cause for optimism on the fine spirit of the Argentine people as demonstrated in last weeks popular demonstrations in Buenos Aires. He added that Argentinians were genuinely democratic and sincerely America’s friends.
The ‘ Argentine Government has applied full censorship to Buenos Aires newspapers and radio stations, and has warned news agencies not to distribute dispatches insulting to the Argentine Government, states a message from Buenos Aires. Six additional persons have taken refuge in the Uruguayan Embassy, which now harbours 15. The Uruguayan Ambassador has requested a safe conduct for them, but the Argentine Government has refused. The Buenos Aires University has suspended indefinitely all its activities as a protest against the large-scale detention of professors and students. The Charge d’Affaires at the American Embassy (Mr John Cabot) told the Argentine Foreign Minister (Mr Juan Cooke) that the State siege and other recent Government measures must, inevitably have a deplorable effect on American public opinion. Police headquarters in Buenos Aires announced the release of all political prisoners seized since the imposition of the state of siege, .except eight or 10. who are still being investigated.
